[Pokeclicker] Synthetic Shiny Synapse

Allows you to adjust and modify the shiny rates of everything specifically, as well as set a global shiny rate. Features a bypass for the Shiny Charm as well, which forces the use of the Shiny Charm where it isn't used normally.
